Higher Education Emergency Relief Fund Report for the CARES Act and American Rescue Plan

CARES Act-HEERF I and HEERF II

Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), directs institutions receiving funds to submit a report to the Secretary describing the use of funds distributed from the Higher Education Emergency Relief Fund (“HEERF”). An initial report must be submitted to the Secretary thirty (30) days from the date of the institution’s Certification and Agreement to the Department. The fund report must also be posted on the institution's website in a location that is easily accessible to the public 30 days after the date when the institution received its allocation under 18004(a)(1) and updated every 45 days thereafter.

Durham Technical Community College (Durham Tech) returned to the Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

Durham Tech received $1,401,571 from the Department of Education pursuant to Durham Technical Community College’s Certification and Agreement to provide Emergency Financial Aid Grants to Students.

The American Rescue Plan - HEERF III 

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.

Durham Tech received $5,302,442 from the Department of Education pursuant to Durham Technical Community College’s Certification and Agreement to provide Emergency Financial Aid Grants to Students.

Included in this report is the continuation of the HEERF III awards from the American Rescue Plan enacted in Congress May 11, 2021. The Higher Education Emergency Relief Funding III refers to section (a)(3) of the American Rescue Plan (ARP)(a)(3).

As of July 31, 2021 Durham Tech has awarded and disbursed $ 79,975 to students under Section 18004(a)(2) of the CARES Act to 5111 students. 

As of June 30, 2021 Durham Tech has awarded and disbursed $ 397,150 to students under Section 18004(a)(2) of the CARES Act to 7304 students.

As of May 31, 2021 Durham Tech has awarded and disbursed $ 419,750 to students under Section 18004(a)(2) of the CARES Act to 4134 students.

As of April 30, 2021 Durham Tech has awarded and disbursed $998,500 to students under Section 18004(a)(2) of the CARES Act to 3604 students.

As of March 30, 2021 Durham Tech has awarded and disbursed $677,625 to students under Section 18004(a)(2) of the CARES Act to 1810 students.

As of February 28, 2021 Durham Tech has awarded and disbursed $1,401,568.15 to students under Section 18004(a)(2) of the CARES Act to 1,227 students.

Phase VI

Phase VI was awarded in the Spring of 2021. For Phase VI Durham Tech identified students that were attending a course between December 27, 2020 and before May 15, 2021. 

The maximum amount of award for each student was $1250.00 and was determined by the following:

  • Enrollment status•    Residency Status
  • FAFSA Estimated Family Contribution (EFC) of no more than 0,
  • Prioritized need based upon different economic challenges such as, housing, health and mental wellness, child and family care responsibilities, food, transportation, and academic needs.

Eligible students included all credit students attempting credit courses, regardless of program of study, Dual Enrolled High School and College students, and Non-credit students enrolled in eligible programs. Award recipients were required to meet residency standards as outline by FAFSA rules:

  • US Citizen
  • US permanent resident, with a Permanent Resident Card (formerly known as an Alien Registration Receipt Card or "Green Card”)
  • Conditional permanent resident (I-551C)
  • Other eligible noncitizen with an Arrival-Departure Record (I-94) from the Department of Homeland Security showing any one of the following designations: “Refugee,” “Asylum Granted,” “Indefinite Parole,” “Humanitarian Parole,” or “Cuban-Haitian Entrant.”
  • Citizen of the Republic of Palau (PW), the Republic of the Marshall Islands (MH), or the Federated States of Micronesia (FM).

Phase VII-International Students; No limitations to residency status

In July 2021, the federal requirements to receive federal grants under the CARES Act and Higher Education Emergency Relief Funds changed and no longer mandated specific residency status among international and undocumented students.  Durham Tech recognized the large number of these students who were negatively impacted by the COVID-19 pandemic and because of their residency status were unable to receive assistance for economic hardship.  Durham Tech preceded to award $2183.00 to each international student, not already awarded in previous phases, by the end of September 2021. 

HEERF II Funding was officially expended after Phase VII awards were dispersed on Sept 30, 2021.

Phase VIII-American Rescue Plan/HEERF III Grant Funding-Students with a FAFSA designation of an Estimated Family Contribution of less than $15,000 and who were students registered for Fall 2021 Term

HEERF II funding was expended in September 2021 as it states in the previous sections. Subsequently, the American Rescue Plan Act was passed by Congress in May 2021 and it essentially disbursed funding now referred to as HEERF III (ARP)(a)(3).  HEERF III Funds were awarded between October, 2021 and December 2021 to 2,780 students. Recipient’s maximum amount of each award was $1750.00. Durham Tech identified eligible students who met the following criteria:  

  • Registered for Fall Term of 2021
  • FAFSA Estimated Family Contribution of >$15,000

Durham Tech distributed 488 computers to students from 3/13/20- 12/31/20 using CARES 11 Funds.
