Following is a brief description of how student budgets were derived. Tuition/Fees-North Carolina law (General Statute 115D) establishes the Community College System’s tuition and fees. Tuition charges are for credit hours enrolled. Tuition is subject to change by the N.C. General Assembly. Financial Aid Awards are based on an average of 24 credit hours during the 9 month (2 semesters) calendar for the full-time student. Books and Supplies-costs were determined by averaging the total cost of books and supplies charged by full-time students during fiscal year 2009/2010. Housing-the Fair Market Rent (FMR) was determined through the use of the National Low Income Housing Coalition’s Website. Assuming the average household utilized a medium unit (Two-bedroom apartment) home, the Website provided data collection specifically in the Wake, Durham and Orange County areas and allow for detail statistics in the cities of Raleigh, Durham, and Chapel Hill. Off-campus costs are based on an average of FMR rates quoted in these areas.Personal Maintenance-the budget for clothing maintenance is based on the U.S. Department of Labor's established personal and clothing maintenance costs, including laundry, toiletries, and miscellaneous expenses.
