JOB DESCRIPTION

Job Title:

Dean and Department Head, Health Technologies

Reports to:

Vice President, Student Learning, Development and Support Division

Duties and Responsibilities:

The dean is responsible for the overall management of the Health Technologies Department, including the planning, implementation, coordination, supervision, and evaluation of all programs, services, assigned personnel, and related support activities operating within that administrative unit.  Working in close cooperation with his or her program directors and department faculty, the department head provides professional leadership and administrative direction in all departmental affairs.  As a member of the Student Learning, Development and Support Services Division’s senior management staff, the department head also shares responsibility for assisting and supporting the Vice President/Chief Instructional Officer in the operation of the division.  More specifically, and consistent with the terms and conditions of appointment as stipulated in the contract of employment, the department head is accountable for the following managerial functions and related duties:

General Operations:
  1. Plan, execute and evaluate annual learning outcomes and related activities, based on the needs of the department, division, and College for improved performance;
  2. Recommend, implement and enforce academic policies and procedures, administrative rules and regulations, and other controls intended to maintain order and the highest standards of instruction;
  3. Maintain communication throughout the department by a system of regular meetings with program directors and departmental faculty and by means of written communications, utilization of committees, conferences, and other group management strategies;
  4. Maintain a weekly work schedule designed to ensure proper supervision of departmental affairs and regular attention to the administrative requirements of the position;
  5. Maintain complete office records, as needed; process reports, forms, schedules and all other required paperwork in a timely, efficient manner, checking for the accuracy and correctness of all data;
  6. Maintain proper communication and supportive relations at all times with all other units and branches of the division and the College, providing departmental assistance to them in carrying out their respective functions and securing their cooperation for departmental operations.
Personnel Management:
  1. Assign, supervise, and evaluate program directors, department faculty, and staff;
  2. Provide for the professional development needs of all departmental faculty and staff;
  3. Maintain current job descriptions and other required personnel information;
  4. Interview and recommend the appointment of full and part‑time faculty and provide for orientation of new employees.
Program Management:
  1. Develop, review, revise and evaluate departmental programs, facilitating innovation in curricular and instructional development, including implementation of Competency Based Education in all program areas;
  2. Supervise the revision and distribution of all plans of study, course outlines, and other curriculum information, including copy for publication;
  3. Supervise the maintenance of an effective advisory committee system in support of all curriculum programs;
  4. Support the functions of the Office for Curriculum Development, including adherence of all facets of the academic change process;
  5. Ensure that all programs are in full compliance with the requirements for accreditation, certification, and other standards, and other standards stipulated by appropriate external agencies;
  6. Develop and maintain productive relations with those businesses, industries, and other organizations in the community, which are pertinent to department programs and prospective graduates and with which the College may hold contracts, other agreements, or special arrangements.
Financial Management:
  1. Prepare and administer department budgets, regularly monitoring status of expenditures, maintaining necessary records and filing reports;
  2. Recommend departmental needs for personnel, equipment, supplies, materials, facilities, space, and other resources, maintaining physical security and inventory records;
  3. Supervise preparation and processing of contracts for part‑time faculty, contractual services, and with external agencies, plus other financial agreements;
  4. Prepare monthly payroll rosters for department employees, maintaining records of all leave requests, absentee reports, and related documentation.
Instructional Management and Supervision:
  1. Supervise the preparation of semester course offerings and class schedules which meet the requirements of all programs and the needs of all students, ensuring that the instructional resources of the College are being utilized efficiently and effectively and that its mission is being met;
  2. Supervise and evaluate the operation of all classes being conducted within the assigned function of the department, including visitations to day, evening, weekend and off‑campus classes, clinical practicums, and other instructional activities;
  3. Ensure that individual faculty schedules are being developed and fulfilled, including adequate provisions for teaching loads, office hours, student advisement, assisting in registration, committee work, and other institutional activities;
  4. Coordinate and supervise the provision of resources and services required for the effective delivery of instruction, including supportive relations with the Educational Resources Department and other units of the College whose function it is to assist the program areas;
  5. Otherwise ensure that accountable instruction is being provided at all times: instructors are on time and prepared, all classes are properly covered, instruction is conducted as scheduled, and course and program objectives are being met.
Other Duties:
  1. Teach a minimum load of one or two courses per academic year, given the requirements of the program area and as otherwise permitted by the demands of the position;
  2. Represent the department, the division or the College in institutional assignments, community affairs, and professional activities, and uphold such involvement among department members;
  3. Provide appropriate assistance and support for the functions of Continuing Education, particularly in meeting the special training needs of business and industry;
  4. Support and assist Student Support Services in conducting student recruitment and registration, determining admission requirements and procedures, orientation of new students, job placement of graduates, and other related activities;
  5. Assume other necessary responsibilities and perform additional tasks as assigned by the Vice President and Chief Instructional Officer and/or President in meeting the needs of the department, division and the College.

Required Minimum Qualifications:

  1. A master's degree or equivalent academic or technical credential in a field of study pertinent to the program‑subjects offered by the Health Technologies Department.
  2. Current certification or licensure in the health related field.
  3. Three years of successfully teaching a subject pertinent to the department in a community/technical college or institute or a similar postsecondary institution.
  4. Two years of significant administrative experience at the program director level or higher in a community college, technical college or technical institute.
  5. A thorough understanding of and commitment to the mission and philosophy of the North Carolina Community College System.
  6. Competence in oral and written communication skills appropriate to senior level management.
  7. Sensitivity to the needs and expectations of students, faculty, staff and advisory or community groups.
  8. Ability to establish and maintain effective communication and interpersonal relations throughout the College and the community.
  9. Demonstrated ability to understand, develop, and implement assessment measures as they apply to the competencies required for health related programs.
  10. Formal preparation of significant magnitude beyond or in addition to the master's degree in two-year college administration and instructional management.
  11. Two years of significant work experience in a non-educational setting pertinent to one or more departmental programs.
Normal Work Hours:

The department head is required to work a minimum of forty (40) hours per week according to a flexible schedule, which may include day, evening and weekend responsibilities and/or duties.
